Rooting in the instrument–based approach, CATSP is a compendium of agriculture sector policy, investment plan, financing mechanisms, and regulatory framework.

It is with great pleasure that I write this letter of certification, confirming the excellent
inputs and timely delivery of the work undertaken by Dr. Onibon. As the CEO of the consultancy firm ITEED, he successfully supported the Government of Lesotho to perform the institutional analysis of the wool and mohair sector, and to design the second phase of the wool and mohair competitive project (WaMCoP). The investment project is valued at US$ 72 million and is a flagship intervention in the wool and mohair sector.
This innovative project represents the Government’s plan for the development of this sector. It includes critical policy instruments, such as a Trust Fund as a financing mechanism, a Trust Company as a private sector-led mechanism for sector coordination, a digital system to ensure quality governance and build trust, and certification system for compliance to
quality, social and environmental standards.
Dr. Onibon also proved instrumental in advancing innovative and disruptive ideas and was a constant resource for the design team to lean on. He is a genuine asset and a trusted
